Kunming Joint Press Statement of China-Indian Ocean Region Forum on Development Cooperation
2022年11月21日，“中国—印度洋地区发展合作论坛”在云南昆明以线上线下相结合方式举行，主题为“共享发展——蓝色经济视角下的理论与实践”。包括印度尼西亚、巴基斯坦、缅甸、斯里兰卡、孟加拉国、马尔代夫、尼泊尔、阿富汗、伊朗、阿曼、南非、肯尼亚、莫桑比克、坦桑尼亚、塞舌尔、马达加斯加、毛里求斯、吉布提、澳大利亚等在内的19国高级别代表，以及世界旅游组织等3个国际机构代表出席。
The China-Indian Ocean Region Forum on Development Cooperation was held in hybrid way under the theme of “Shared Development: Theory and Practice from the Perspective of the Blue Economy” in Kunming, Yunnan Province on November 21, 2022. High-level representatives of 19 countries, including Indonesia, Pakistan, Myanmar, Sri Lanka, Bangladesh, Maldives, Nepal, Afghanistan, Iran, Oman, South Africa, Kenya, Mozambique, Tanzania, Seychelles, Madagascar, Mauritius, Djibouti, Australia and representatives of 3 international organizations were present.
各方讨论了当前海洋生态、海洋经济恢复和发展面临的严峻挑战，以及近年来在相关领域发展和国际合作方面取得的积极进展；重点就如何进一步落实“联合国海洋科学促进可持续发展十年计划”和释放蓝色经济潜力、深化发展合作、共促全球发展深入交换意见，形成广泛共识。
All parties reviewed the current severe challenges facing marine ecology and marine economic recovery and development, as well as recent positive progress made in the development and international cooperation in relevant fields. In the meantime, they also had an in-depth exchange of views and reached broad consensus on how to further implement “United Nations Decade of Ocean Science for Sustainable Development” and unleash the potential of blue economy, deepen development cooperation, and jointly promote global development.
各方对本地区国家遭受的新冠肺炎疫情、气候变化、灾害风险增加、海洋生物多样性减少和污染及对经济社会稳定和发展冲击深表关切。各方认为妥善保护和利用海洋资源对建设可持续的未来至关重要。强调要加强政策协调，深化发展合作，增强各类冲击和灾害抵御能力，增强有关国家通过可持续地利用渔业、可再生能源、旅游、航运等海洋资源获得经济收益的能力。
All parties expressed deep concern over Covid-19 pandemic, climate change, increasing disaster risks, marine biodiversity loss, marine pollution, and their impact on economic and social stability and development that countries in the region have suffered. They believed that proper protection and use of marine resources plays a vital role in building a sustainable future. Besides, they emphasized that it is necessary to strengthen policy coordination, deepen development cooperation, increase resilience to shocks and disasters, and enhance relevant countries' capacity to obtain economic benefits through use of marine resources such as fisheries, renewable energy, tourism, and shipping in a sustainable way.
各方赞赏中方宣布支持建设中非卫星遥感应用合作中心，并为有需要的国家提供蓝色经济领域人员培训的举措。强调应对全球性的疫情、气候变化、海洋治理等非传统安全问题需要全球各国的通力合作，鼓励各国和社会各界共同应对非传统安全挑战、参与全球发展合作，共建团结、平等、均衡、普惠的全球伙伴关系。
All parties appreciated China ' s support for setting up China-Africa Satellite Remote Sensing Application Center, and providing training for personnel in the field of blue economy to countries in need. They stressed that response to Covid-19, climate change, ocean governance and other non-traditional security issues requires concerted efforts of all countries in the World. Moreover, they encouraged all countries and all sectors to jointly address non-traditional security challenges and participate in global development cooperation, so as to forge a united, equal, balanced and inclusive global development partnership.
各方邀请利益相关方为可持续的海洋保护和蓝色经济发展提供有利环境。鼓励发达国家和多边发展机构进一步对接发展中国家实际需求，为可持续的全球发展提供更多资源。同时，各方愿进一步加强和扩大发展中国家之间的南南合作，作为南北合作有益补充。各方愿奉行真正的多边主义，携手努力，共同推动实现更加强劲、绿色、健康的全球发展，助力落实联合国2030年可持续发展议程。
All stakeholders were invited to foster an enabling environment for sustainable Ocean protection and blue economy development. Furthermore, developed countries and multilateral development institutions were encouraged to better align their official development assistance with the needs of developing countries and provide more resources for sustainable global development. Meanwhile, all parties were ready to further strengthen and expand South-South cooperation among developing countries as a supplement to North-South cooperation. All parties expressed readiness to work with each other to practice true multilateralism and achieve a stronger, greener and healthier global development, and to facilitate the implementation of the United Nations 2030 Agenda for Sustainable Development.
中方倡议建立中国—印度洋地区国家蓝色防灾减灾合作机制，愿根据各方需要提供必要的资金、物资和技术支持。倡议依托云南成立中国—印度洋地区国家蓝色经济智库网络。各方对上述倡议表示欢迎，愿支持防灾减灾合作机制建设，并积极加入智库网络。
China proposed to establish a marine disaster prevention and mitigation cooperation mechanism between China and countries in the Indian Ocean region, and stood ready to provide necessary financial, material, and technical support to countries in need. On top of that, China also proposed the establishment of a blue economy think tank network for China and countries in the Indian Ocean region with the support of Yunnan. These proposals were welcomed by all participants who were willing to support the establishment of a cooperation mechanism for disaster prevention and mitigation, and join the think tank network.
各方感谢中方举办此次“中国—印度洋地区发展合作论坛”，赞赏全球发展倡议对促进全球发展的积极作用，欢迎此论坛形成机制。一些国家表示愿积极考虑承办下次会议。
All parties thanked China for hosting this China-Indian Ocean Region Forum on Development Cooperation, spoke highly of the positive role of Global Development Initiative (GDI) in promoting global development and expected institutional holding of this forum. A few countries expressed their readiness to host the next China-Indian Ocean Region Forum.
